Guidance & Procedures

Special education involves specially designed instruction tailored to the unique needs of each child and is provided at no cost to parents. Below are documents that detail the parameters of special education services in Iowa and guidance on how services are carried out throughout the state.

  • Special Education Procedures: Procedures that describe legally compliant special education procedures to communicate clear expectations across the state. Special education procedures are part of the Iowa IDEA Information website, also known as i3.
  • Iowa Administrative Rules of Special Education: Regulations of special education according to the Iowa Administrative Code.
  • Procedural Safeguards for Parents: Overviews of parental rights through the Individuals with Disabilities Education Act (IDEA) and the Iowa Administrative Rules of Special Education. There are two manuals: one for children ages birth to 3 and one for children ages 3 to 21.
    • Procedural Safeguards Talking Points: A visual to use in talking to parents about the full 3 to 21 Procedural Safeguards manual. Note that this is not to take the place of the Procedural Safeguard manual.
